            The Committee on Government Organization moves to amend the bill on page one, section six-a, line fourteen, after the enacting section, by striking out the remainder of the bill and inserting in lieu thereof the following:

            ARTICLE 2A. WEST VIRGINIA COMMISSIONER OF HIGHWAYS.

§17-2A-6a. Performance audit of the Division of Highways.

            In order to examine and determine areas of inefficiency, best practices, better allocation of funds, unused funds, methods of saving funds, appropriate numbers of employees, and the best use of taxpayer dollars, the Legislature, acting through the Joint Committee on Government and Finance, shall order by May 1, 2015, a performance audit to be made, in accordance with the generally accepted government auditing standards (GAGAS), of the Division of Highways by each individual district for the preceding three fiscal years. The final report of the audit shall be submitted to the Joint Committee on Government and Finance, and a copy of the final report submitted to the Governor, on or before December 31, 2015. The audit shall be performed by a qualified firm selected on a competitive bid based upon price and qualifications, and the principal auditor may not be currently auditing any agency of the State of West Virginia and may not have audited any agency of the state for the five years preceding the submission of the bids. The commissioner shall reimburse the Legislature for the cost of the audit.
